IT/ITeS Policy 2023

· IT Units / IT Campuses / GCCs with following investment thresholds:

Plain Areas – Investments in ECA greater than INR [100] crore within [9] years and Minimum permanent direct employment of 1,000 personnel Hills – Investments in ECA greater than INR [50] crore within [9] years and Minimum permanent direct employment of 500 personnel

Pumped Storage Policy 2023

Under the Policy, assistance is provided to Pumped Storage Products under the categorization:
· On-stream projects – at least one storage located on river stream
· Off-stream projects – no storage located on river stream

Projects in the above categories will be allotted based on the guidelines mentioned in the Policy.

CAPEX subsidy of up to 25% of committed investment   OR   Allotment of Land from Government Land Bank   OR    Combination of CAPEX subsidy + allotment of Land from Government Land Bank (capped at 25% of committed investment)

Exemptions
. PSP developers are to be billed not more than 50% of intra-state transmission charges for a period of 5 years from project CoD, provided that project CoD is before end of FY 2033-34.
· Local Area Development Fund shall not be applicable to off-stream PSPs for projects where power is purchased by State govt.
. The State Govt. shall not collect any free royalty power from Pumped Storage Projects.
. Water tax applicable only on net entry of water into storage sites and not for recycling of water between the storage sites for electricity generation.

Land
. Permission for transfer / clearance on private land shall be offered within 8 weeks of application

Institutional support
. The State Govt. shall be responsible for implementation of this policy and will be assisted by the Urja Cell

Drone Policy 2023

Eligible Projects
1. Drone System Design and Manufacturing (DSDM) enterprises
2. Drone Enabled Services (Des) enterprises.

Incentives for DSDM and Des enterprises
1. Subsidy towards preparation of Detailed Project Report (DPR)
Reimbursement of 50% of the expenditure incurred towards the cost paid for preparation of DPR; certification of technical / civil works / investment in plant and machinery, subject to a maximum ceiling of Rs. 5 Lakhs
2. Non-Recreational Drone-Usage Incentive
DeS enterprises involved in non-recreation/non-tourism Drone usage or services will be eligible for incentive – Net SGST paid + Cash incentive equivalent to the amount of Net SGST paid
3. Support for Pilot Projects by Government Departments
State government to create a corpus for easy availability of funds for pilot programs
4.Subsidy towards lease rentals
. ITDA shall provide working space to DSDM and DeS enterprises in its own buildings and offices at 50% discount to the notified rates in such buildings and offices
· Lease rental provisions for Non-ITDA also

5. Drone specific Quota within Start-up Venture Fund 15% of the state government created venture fund of INR 200 Cr to be considered for preferential allotment
6.Preference to local enterprise
For procurement of Drones, Drone-components and Drone enabled services for public and
administrative purposes

Incentives for Capacity building
1. CAPEX Subsidy for Drone CoEs CAPEX subsidy to private players setting up / refurbishing ITIs to Drone CoEs
2.Subsidy for introducing Drone Courses/ Setting up Drone Schools/RPTOs CAPEX subsidy of 50% on Drone- equipment and Drone-related software costs incurred to introduce such course, subject to a limit of INR 1Cr per institute 

Customized incentives
Benefits under Customized Package policy available for drone manufacturers investing a minimum of INR 100 crore or generating direct employment of 250 people or more from first year of operation.
